I want to find out how to make photos mostly black and white, but I want some color on certain parts.

Adobe Photoshop CS2 is the latest and greatest. It will do just about anything you can imagine and does have a significant learning curve, however to convert to B&W with only certain portions left color is rather simple. The truth is if this is about all you want to do you really don’t need Photoshop. Some low end and almost any mid or high end photo editing program can do it. All it requires is a program that allows layers. Import your image, copy it to a second layer, convert the top layer to B&W then use your eraser tool on the top layer to allow the color portion you want to show through. This is a technique often used by wedding photographers and this easiest way to accomplish your goal.

The best Photoshop program is Adobe Photoshop CS2. There isn't anything that comes close, but the problem is that it's rather complicated for a new user. Photoshop Elements isn't a bad program for new users and it's also much less expensive.

If you're looking to basic editing then you can save a lot of scratch by purchasing a copy of Photoshop Elements. It has a lot of the same features as Photoshop (not all of course) without the hefty price tag. However, if you're going to do serious digital darkroom stuff then throw caution to the wind and go with Photoshop CS2 (CS = Creative Suite).
