what im trying to say i live in a small town in iowa and these cops here seem to make up there own rules.they dont go by the state laws here.

Are they state cops or local, the local laws may be more strict than the state laws. You could probably look into it at a local library, or if you really think they're making up their own "rules" call someone higher up it the chain, or your local news station, they're always looking to bust people for a good story.
