No. Toddlers don't have the ability to control, and anticipate their need until they are closer to 2.
You can usually tell they are ready when they start showing an interest. They may even start bringing a diaper to you.
Starting too early does no good. There are people who say they potty trained their one year old by putting them on the potty every hour or hour and a half. Of course some of that time, they DID go, but it was more that the baby had the parents trained.
You have a toddler, don't you have something better to do with your time than run to the bathroom every hour or so and watch them sit on the potty?

If your 14 month old is showing signs of tugging on his/ her diaper when it is full, your 14 month old may be ready. If you do decide to start training, keep in mind that the summer months are perfect, because most kids can walk around at home with their pull-ups (no pants). Start with buying him/ her a potty chair and see what he/she does. There is a great potty video out there called "Potty Power" you might want to try. Ultimately, potty training depends on the maturity of your child.

I think that you should introduce the potty to your 14 month old and tell them what it is for. Your child is still a little young, but there is nothing wrong with sitting them on the potty etc. but don't expect too much yet.

i think you should wait a little while longer. My childrens doctors told me that some kids start usually around 18months old. But every child is different. You have to wait until you see the child is showing interest in the potty, and can say easy words and be able to tell you when he/she needs to go. Also the child needs to be able to tell if they need to use the restroom. All these things take time. You can start working onthe communication part with him/her and allow the child to go to the bathroom with youand have the potty chair close to you and just let them sit and get familar with it. They're curiousity will gradually grow and it will be come easier. Just never force the child before they are ready or you will have some major hassles getting them to do it.

If he shows interest go for it. Some kids start much earlier than others. It's definitely worth a try and you can always give it a break for a few months if it isn't working out.

Does he/she tell you they have to go? Are they dry most of the time? 14 months is quite young(not impossible, but very early).

I wouldn't- it's too early and will give your child a bad taste. Doomed to failure. Wait until she/he is at least 2.
