Sorry if this is a senseless answer. He is frequently...how about always protrayed by human beings. And we portray him as benevolent or malevolent as it suits our message at the time.
If a "scared straight" approach works to keep people toeing the line, then depict the destroyer. If a "loving diety" works, then you go with that.
My opinion, we can't possibly know God, except that which we feel in our hearts.

There is no disparity between a God who both creates and destroys. Life and death, beginnings and endings are all part of the cycle. Birth is just as natural as aging and dying.

In the Bible it states that God created the world. It also states that he will destroy this Earth and all of the evil that is on it. There will then be a new Heaven and a new Earth.
He has the power of creation and of destruction.

God is the creator and because of this he is the father of all and a father know what is right for you. God only will destroy the wicket ones and those that try to put themselves above him. so when he destroy, he has a good reason.

Because that's how He is. He is all-powerful, and can do whatever He wants. He creates things, but sin tarnishes them, so they sometimes need to be destroyed. Haven't you ever made something or written something that got messed up beyond fixing and tossed it out?
