You would not necessarily need to build a damn. If you have a stream that is constantly following. You can make a slight diversion of some of the water to bypass your generating device to charge it up. Depending on the amount of kilowatts needed to be generated would determine the size of your generating device. Legality of this I don't know. Cost would be 1K to 10K

There are MANY people in the USA who build their homes next to Rivers, to have a generator-powerred home! A WATER powerred generator they put in the stream and connect to the house. I don't know the cost.

Even if you could legally do it, the dam itself would not be any where near the expense of the power plant needed to convert the electricity.

You can't. It is against the law for people to alter the waterways. You would need to do this to create a damn.

Put up some solar panels and capture some wind.

depends on the stream and current, and on the power you would need... and you might could use a water wheel... but i could do it for $10k... but thats me...
