You have 30 days to get the car fixed an reinspected.
You were given a paper with the explanation for the failure, the recommended repair and the expiration date of the rejection sticker. It's like an extension on the inspection to allow you to have the repairs done. You might get pulled over, because the police have no way to know the date the sticker was issued, so always have that paper with you.

I don't know about NJ, but I know here in VA they put a date on the sticker, and you have 30 days to have your car fixed so it passes inspection. If you get pulled over, they'll just look at the date and let you go if it hasn't been 30 days yet.

No you cannot drive the car legally
it means the vehicle is unsafe for the road
if you drive this and get caught they could make you tow the car

I don't know about N.J. If its like calif. you have to get a permit for a day from the D.M.V.to go get it smogged.
