Put 1 cup regular granulated sugar with 2 Tbls corn starch in a food processor and pulse for 1 minute, you'll have the same product. I think the corn starch is added to prevent caking of the sugar. When stored, sugar tends to cake and harden from the moisture in the air.

It's not just pulverized granulated sugar.
