I suppose it is because some people have lost the ability to speak with appropriate verbiage. It is something like the LOLFOTFLOL era of writing into the internet ..... !!! exceeds !! exceeds ! .... I suppose the less-than-competent-responders are trying to emphasize what they have written, or trying to make a Point .... several Exclamation Points ..... rather than using words to explain what is really meant.
I actually prefer the extensive use of exclamation points to the ALLCAPS that was so hurtful to my eyes when the web began - it was prevalent oh-so-many-years-ago when the military-trained-typists were common on the web, or those typists who learned computer language using CAPS LOCK and seemed as if the writers were SHOUTING at me.
Perhaps giving access to a method of finding appropriate words might help?

the "!!!" represents the passion that people defend their beliefs with. it seems useless to me, because if i believe something more than you, i can just say "!!!!" versus your "!!!" and so. we might as well just say "!" to avoid the endless competition that may draw away from the real core of the belief-debates, but we look to the powerful inspiration of men's hygiene products when we do things. that is, when it comes to shaving, two blades in a razor are better than one, three blades are better than two, and so on. the hero strikes again!

I think it's because it's for emphasis. People want you to believe that their answer is the best because they believe in it themselves.
