Since you asked specifically about Europe: you can buy a house anywhere that local laws allow. For example, non-Greeks cannot buy property along the borders, but are free to buy anywhere else.
Then the length of time you can spend there depends on their laws. If it is a Schengen country, you may stay up to 3 months without a visa, then must leave for at least 3 months before you can return. If you apply for and receive a Schengen visa, however, you can stay longer. You can even apply for residency.

In some countries you are not allowed to own property unless you fill and complete a process although you are allowed to travel for some time (like 6 months) and then you have to leave even if you return again. Even if you are allowed to buy property this, in and of itself, will not solve your status as a visitor and you would still have to leave when you allowed stay ends. You would have to contact the country in particular, through authorized reps in the US (the embassies) and you will find the answer.

Yes you can ... as an American you'll be able to stay anything between 3 to 6 months (varies from country to country) ... mind you, house prices aren't exactly cheap ... but if you're rolling in it, there's certainly nothing stopping you ....

you would possibly want to purchase resources everywhere you want. so long because this is no longer your commonplace position of living you're to blame for taxes in case you lease the position out. In both international places. notwithstanding in case you at the instantaneous are not renting the position out you in straight forward words ought to pay the city taxes.

Well if you apply for dual citizenship you wouldn't have to worry about getting a visa everytime you wanted to go.

probably six months --- my Canadian friends have homes in US and Mexico and they stay there 6 months out of the year --- I hope you have money --- it's not something the average working stiff can afford to do.
