im about 2 be 18 yrs old and he is in his early 20's and we've been together for almost 3 yrs

What to do about what? You are getting married. He is not a citizen. Do you need legal advice on getting him a green card? Or decorating tips for the ceremony?
You haven't given enough information about what sort of advice you need for us to be of any help to you at all...

Well if you want to get married you could do this
He'd have to go back to Mexico and get a Fiancee Visa for him wich will allow him to stay in the states for 90 days and in those 90 days you must get married, and then he can apply to a immigrant visa

Here's a question...who is actually going to perform the cermony??
Because if he is not legal you are going to have a hard time finding someone to perform the ceremony in the first place and more than likely due to his his status it wont be legal anyway.
