Yes, this is normal as my own puppy does this.
It's usually because of eating too fast or maybe because they're not accostomed to the rather big pieces.
So, it's normal.

My young pup used to get hiccups when he ate too fast.

if you give your dog oral pleasure twice a day, for a month, those hiccups should disappear.

is he gulping his food down quickly try and put his food into two smaller portions and see if that helps plus make sure if he is eating dryed dog food plenty of water is available

If it's a puppy - it is very normal and so cute. He/She will grow out of it eventually. Enjoy it while you can
