I want to delete the files on the DVD and add anew file but it does not let me because it says that the file is read only.

most likely you are out of luck unless one of the following is true:

1: the DVD is a multisession and not finalized
2: the DVD is a rewritable.

if the disk is not a rewritable and has been finalized there is no way you can add to it, you will have to reburn the whole disk on another new disk

Read Only DVDs, DVD-R or DVD+R can ONLY be written to ONCE!

You need to use DVD-RW or DVD+RW (depending on which type disc your DVD drive uses) discs if you want to write and erase and write again to the disc.

You'll be needing some DVD-RW discs.

2 Steps

1. copy everything from the read only disk
2. burn a new one with the added stuff

thats why. read only does not allow you to "write" anything into it.
