If you have your reciept number for the application you can check the status online, that is too long. Usually it should take between 6 months and a year at the most. Make sure that they haven't overlooked your application or lost it. Here is the website to check your status, there is also other information that may help you figure out what is going on and the phone number to call to speak with someone about your case.

When did you send in the paperwork?? Have you contact them to find out what's going on? Four years is way too long ... there must be a hold up somewhere ... what answers do you get when you ask them??
