Whether or not it's legal, you should leave it well alone. This is the natural order of things.

Shooting any bnird, other than game birds, is illegal. Even shooting game birds outside of season, or exceeding the legal limit, is illegal.

Killing raptors like the Cooper's hawk and songbirds can result in a $100,000 dollar fine and 5 years in jail. Personally, I know a falconer who had his bird shot and the "gentleman" who did it had to pay $1,000 to the guy and lost the right to use his gun for three years. If he is caught with a gun in his posession within these three years, he'll lose the right to have a gun for life.

Don't risk it. Build a better pen for the chicks, or if you have a herding dog, do like I do with my pigeons--I only let them out when my dog is out. Luckily my dog just lays there, but I haven't had a Coop eat them with her around.

Yes there are laws against harming, harassing, or shooting any migratory bird or raptor. This bird is just doing what it is meant to do...hunt. Get your chickens to a place where the hawk cannot get them. Sorry...but chickens are a dime a dozen...hawks are not!

yes, shooting a raptor is illegal in the U.S. Just try to make a better pen for the chicks. Or, you may be able to claim "crop damage" and see if the local authorities will let you destroy the bird. They do that for deer anyway, if they are destroying your crop you can shoot them.
