Yes, because I know someone who did. You just need to get someone who really knows what they are doing as the deck will need to be strengthened so that the additional weight doesn't cause it to collapse.

Yes, I would imagine that you can , but you have to remember that decks have to be treated regularly to keep them from rotting. And you would not want a room on a rotting deck.But if you could get under the deck and spray it regularly with a preserving substance, I see no reason why you could not build a room on a deck.
