If Buddhists believe in reicarnation then how do they explain deaths among infants or children who have not had the chance to do good or bad deeds?

Two things:

1) Reincarnation : To reincarnate into a human being doesn't necessary means that this born human being will live out a long wholesome good life .

His life could be very blessed or he could live a very miserable life
.
His life span could be long, very long , longer than the norm or his life span could be short , or even shorter than the norm, whatever the norm is .

All this is dependent on the karma ( cause and effect ) that is created in the past life .

But, what is sure is that you are born as a human being , not a dog, a worm , a fly, or other less desirable forms of existence.

As a human being , you have the greatest potential and opportunity to create your own life as best as you could as compared to other beings, like a worm , a dog , a fly , etc.

From Buddhism point of view ,with proper Dharma practice and diligence, you could change your karma and thus your destiny .

You could even attained the highest enlightenement and become a Buddha and end all your sufferings and exist infintely in the cosmos in bliss , happiness and wisdom .

From a Buddhism point of view , to be born as a Human form is very precious . Because only in human form , one can attain Buddhahood . Please look at all the statues of Buddhas , they are all in Human form , they are not in the image of some other beings.

2) Karma ( cause and effect ) . According to Buddhism , everything in the Universe obeyed the law of Karma , which is cause and effect.

Although human beings are precious , they are born as one not by the bestow of Buddha, but , rather , they are born by the good karma ( causes) they have created in their past life .So , in this life , they are a Human being. The question is whether they have created ENOUGH of the good karma in the past life , so , that they can live a life of long, wholesome happy lives. If they have , then their happiness in this life is assurred.

To put it in another way, if the present Human being has created TOO MUCH negative karma in his/her past life, then in this life , they will faced short and miserable life , or long but a suffering life .

IMHO ,infants and children who died before their time would most likely be the ones who have created too much negative karma and therefore it leads to their premature deaths.

All this has to be seen from the perspective of the teachings of karma .

However, standing from the viewpoint of the parents , it would be very cruel to say all this.

I can only say that this child has not really died.

Yes, the body has perished, but the soul, the consciouness has
not .

After he/she has repayed his or her karma in this way, he/she is clean again and he /she will be reincarnated again, according to which karma has ripened .

And who knows ,he/ she may be borned in the heaven realms or he/she could come back as a human being again. This new human being could bring great peace and happiness to the world.

The death of a child is the parents karma. And a soul volunteers to come to earth and leave quickly. There are many reasons for this karma. The wheel of life goes around and you pay for your sins from one life in the next life. Until you get it right.

Born in the wrong spot, I guess. Not meant for this Lifetime. Of course, they also believe that pain is inevitable, and desire causes pain. Maybe the child's death is the parents' pain for wanting a baby. Maybe the child isn't born with a soul and therefore isn't "viable"
