usually people say it if you say something that you act like it really important or cool and its really not. i think :)
Example:
Guy1:hey joe i can say blah blah blah!!!
guy2:you wanna cookie?

Its a way to sarcastically "reward" someone for being smart, having a good idea. Can also be used for whinynees. I give Batman cookies.
