Some great programs:
Nero
WinIso
Alcohol 120%
Daemon Tools
They'll all create, burn, and read ISO (and other) disc images.
WinIso is my favorite, because I can convert between disc image types. WinIso will also let you open an image and add or extract files. With WinIso I can create an image of any files I want.
However, WinIso and Nero are not Virtual Drives. To run the ISO in a Virtual Drive, you'll need Alcohol 120% or Daemon Tools.

I use Roxio EZ Media Creator 7 with good results.
version 8 is out now.
