Is this person pictured as a singer? I mean, can you tell from the photo that he's a singer and not a musician or actor? Because the first person who comes to mind is Jimmy Dorsey, who was a musician and band-leader in the 1940's.

There were quite a few. You'd have to go on the internet, and look for photos from that era. Then match the one you have with one of those. It could be that it was just a local band, though, and you won't find it.
