She was far too young to be taken away from her mother... that's part of the problem. Keep doing what you're doing but don't feed her milk.. that's bad for her and will create problems. Try baby formula.. it's easier on their tummies.. no solid foods. Eventually, you can ween her on to pablum with a little water and milk (little milk.. dairy products are actually bad for kittens and cats).
Keep using the eye dropper.. and give her water too... when you put the fluids in her mouth, stroke her neck at the same time.. this forces her to swallow (no guys, it doesn't work with girls)... if need be, put the fluid in her mouth, hold it shut, and stroke her neck.
If she still isn't really taking to the formula and water.. after 2 days at most.. get her to the vet. It is very important at her age that she eats and drinks.... more than a few days and she could very likely die.
Good luck

How long has the kitten not been eating?
The kitten is old enough to eat hard food, but she may not know how (I found a stray kitten like that once). Moisten her food with water, or, for now give wet food. Do not give her milk! Most cats are allergic to cow milk, and no kittens should have it.
If you just got her today, let her be over nights where she can get at her food and water. She may just be nervous. Make sure her water is pure, dechlorinated water. Cats don't like to drink water that has chlorine in it.
Call the people you got her from and ask what she was eating before. At eleven weeks her mother would surely have weaned her, so she has been eating something. Possibly she is just picky, but...
If she goes for several days without eating or one day without drinking (monitor her water carefully) then there is a problem and she should see a vet.

Kittens are usually weaned at 8 - 10 weeks. They still don't have all their teeth and require softer food. Stress from being moved and many other factors can cause them to not eat. It doesn't take long for little ones to go downhill from dehydration and lack of food. Best bet is get her to the vet now. You can try mixtures of Gerber baby rice cereal, goat's milk or kitten formula (pet stores will have this) and canned kitten food (higher quality). Warm up a thick soup of this and try to get some down. Also try Nutrical, a high calorie supplement for animals. These always worked well when we had sick kittens brought into our pet store.

Okay, well, first of all, contact the vet. Force-feeding is not the answer to this problem, it could hurt her. And milk isn't cupposed to be given to kittens at that age, I have read that the age is four- six months (they caan have stomach problems if they are too young). So, my advice is listen to the vet! Hope I helped!

The vet the vet take her to the vet. They go to school a long time to learn how to take care of pets. Use them. If you can't afford a trip to the vet you shouldn't have a pet.

take her to the vet and/or............get some dry catfood and put it in a kitten bowl and put some milk in there with it and let it get soft and then it will eat it that way... or you shouldve never got the little kitten!

Don't give her cow's milk, it's not really good for cats and may give her diarrhea. Take her to the vet. I would.
