First most departments require you be a Patrol officer for 5 years prior to testing for the detectives position, which is a selection process. The larger departments have a testing once a year for these positions, all divisions are assigned, based on need and openings and the persons exerience.

Some small police departments have officers who are deamed as dectives without sergents rank, larger dept.'s make all det.'s sgt.'s rank.
A lieutenant usually over see's all of one branch of a division, such as Homicide division or S.V.U. SWAT, Crime Sceen units. etc.

You don't have to be a sergeant or Lt. You have to test for the position and do more schooling.
