There are several types of skin color so anyone could have "coined" the phrase but we all do have different types of skin color so the term was needed

Probably some, who like yourself, is always in charge.
Who's in charge here?
All the parts of the body where having a meeting, trying to decide who was the one in charge.
"I should be in charge" said the brain, "because I run all the body's systems, and without me, nothing would happen."
"I should be in charge" said the blood, "because I circulate oxygen all over, so without me you'd all waste away."
"I should be in charge," said the stomach, "because I process food and give all of you energy."
"I should be in charge" said the legs, "because I carry the body wherever it needs to go."
"I should be in charge" said the eyes, "because I allow the body to see where it goes."
"I should be in charge," said the rectum, "because I'm responsible for all the body waste."
All the other body parts laughed at the rectum and insulted him, so in a huff, he shut down tight.
Within a few days, the brain had a terrible headache, the stomach was bloated, the legs got wobbly, the eyes got watery, and the blood was toxic.
They all decided that the rectum should be the boss.
The moral of the story?
The a_s_s_hole is usually the one in charge.

I don't think any one particular person holds that claim. It is one of those terms that are so self-evident that plenty of people would have come up with it, just by trying to describe the concept.

Crayola once had a crayon named "flesh" which was kind of a pale peach. They got rid of it in the early 70s.

It's typically refered to as pigment in your skin. I believe it was the native americans, in reference to the "pale faced" man or "pink" man, when they refereed to themselves as red or brown skinned.
