Just wondering like ... are the basics there and the patterns develop or are their fingertips a blank slate at birth?

Well the nurses take their finger prints and foot prints so I would assume that they do have them when they are born but I'm not 100% sure. Although I don't think they are a blank slate.

Yes they do, they need to take the fingerprints of the baby's hands and feet after birth so they know who the child is and whom the parent is.

Babies have fingerprints before they are even born. They get them in the 14th week of pregnancy
