Try Notepad

Notepad will open it. It's just a text file with information on a warez release.

you need an application named as vlc-0.8.5-win32.exe

sorry i read the question wrong.
the best way is to use notepad.

vlc-0.8.5-win32.exe is needed to watch kvcd *.bin files.
so again i apolagize
