I've got really toned hamstrings but the rest of my legs are jiggly?

I'm guessing (no insult intended) that the jiggle is fat.
Here's the deal on fat as far as mammals are concerned:
Look to nature - you will see two basic catagories of animals - Grazers and Gorgers. Big fat jiggly bears are examples of gorgers. Lean, strong horses are examples of grazers.
The mammilian digestive system is programmed to require food roughly every three hours. Every gram carbs = 4 calories
Every gram protien = 4 calories
Every gram fat = 8 calories

Now let's address the fat cells you already have.
Burning fat cells as fuel requires large amounts of O2 - what that means to you is that you must endure prolonged periods of aerobic activity in order to push your body past the point of just burning carbs you currently have on board...
And - guess what - your metabolism is largely dependant upon muscle mass.
That is, your body is an engine (burns fuel, produces heat and work, contains pumps and filters, etc)
The more muscle mass you have, the more calories your body burns in the act of doing whatever
So
Build as much lean muscle on your frame as you are comfortable with
then
use that muscle mass throughout the day to burn the various calories you wish to rid yourself of...
Activities that have you breathing hard (anaerobic) are less likely to be using your fat stores as fuel, as they will have your body starving for the O2 it needs to BURN THAT FAT.
Throughout your day, just envision your meat engine burning fuel, but FEED IT REGULARLY with small meals, otherwise, IT WILL PANIC.

If you need to lose weight cardio is a must, exercising, moving for at least 20 minutes minimum 4-6 days a week. If you want to tone go to "body for life exercises" it's easier for you to go there and see the pics, than for me to explain it all to you!
