I know that a guys bra size is tape measure around body in inches + 5, and his panty size is (comfy) guys waist size divided by 3 or (tight) divided by 4. How do you get a guys Dress size ?

Do you have any mail-order catalogs lying around? They usually have sizing charts in them. Or you can find them online on some stores' or clothing companies' websites. Your measurements might not all fall on the same size, so go for the larger one and have it altered. And panty size doesn't really correspond to waist measurements. Some are sold by small, medium, and large, but if it's by number, then 5=small, 6=medium, 7=large, 8=xlarge.

You could always do what I did when I needed a black dress to be a witch in the Halloween parade in New York. I went to the largest Salvation Army in the area and tried dresses on. It was a hoot, and the ladies that were there shopping were very helpful. I'm embarrassed to tell you my size, but I will say I was very frustrated that I couldn't fit into this FABULOUS size 12 black beaded evening gown... That would have made one wicked fierce witch!
