No, definitely not! That's rigged! If they're a real friend then they would wait until you are completely over him to even start going near him! If they do that, I'm not sure they're a very loyal friend.

no, it's not right... it means that she isn't such a good friend... ONLY if you are sure that you are over him, then she can go out with him, and then you shouldn't have any problem with that.
Talk to her, and tell her that you're not over him yer and because of these feelings you don't want them to go out together yet....
