Depends if you are speaking in terms of a part of an organization or the activities of a singular person.
For part of an organization: Engineering management, when used in the context of investment in innovative expansion, is the organizational structure that facilitates the activities of the engineers, meaning the "bosses", or as engineers typically view them, the "bean counters."
As the activities of an individual, it is the activity of building the trust of engineers in that you understand their expertise and commitment in their activites, while being able to represent their needs, capabilities and limitations to the other parts of the organization.
