No doubt thats what Islam means. I have broguht that up myself here, in the past. Its funny how the Koran translations uses some arabic words in places to divide. Why did they not use the english translation of islam? They are trying to divide, and establish a seperate identity.
Thats is one of the reasons I left Islam. Too much seperation it tries to create.

In fact, the Quran claims that all believers were essentially Muslims:
And strive in His cause as ye ought to strive, (with sincerity and under discipline). He has chosen you, and has imposed no difficulties on you in religion; it is the cult of your father Abraham. It is He Who has named you Muslims, both before and in this (Revelation); that the Messenger may be a witness for you, and ye be witnesses for mankind! So establish regular Prayer, give regular Charity, and hold fast to Allah! He is your Protector - the Best to protect and the Best to help! S. 22:78
Would that not qualify them as being Muslims and believers even before Muhammad? Certainly, this would make Adam the first believer, the first Muslim, wouldn’t it?
In the above quotation there seems to be a misunderstanding regarding S. 22:78. One probably has to understand this verse in the sense that it was not Abraham but Allah who gave the believers the name "Muslims". Still, we would agree that these passages give the impression that this happened first at the time of Abraham, i.e. Abraham and his descendants are the first ones who are explicitly called Muslims in the Quran.
If this is the case then we have several more contradictions which the Muslims must work through. Abraham being the first Muslim would contradict the statements that Moses and/or Muhammad were the first believers/Muslims. This also contradicts the fact that there were other prophets and messengers before Abraham, such as Adam and Noah, who obviously were believers otherwise they couldn’t be Allah’s spokespersons! That is, unless we are to understand from this that even though Noah and others were believers before Abraham, their religion wasn’t Islam. They actually had a different religion.
If the foregoing conclusion regarding Abraham is correct then Muslims have a lot of problems that they must deal with.

Ibrahim(Abraham) Peace and Blessings Be Upon Him and His Household was the first muslim. Allah The Most Merciful, The Most Gracious came to Ibrahim Peace and Blessings Upon Him. Muhammed Peace and Blessings up him and his household and his family was sent to the people as a mercy because people destroyed The Torah and The Bible. Both started out as versions of The Quran.
Note that anything in The Quran in () is words from Gabrielle.

Adam was the first man n the first Muslim. Allah created him n at one time he lived in paradise. Than he and eve accidentally ate the apple........ well ,he beleived in Allah n that is what Islam is all about.
U'll find that in Surah Bakra and other Surahs also though right now, I can't remember the verse numbres n have no Quran handy.

Islam means the submission your will to God Almighty, did all God's prophets submitted their will to God almighty? Yes.
First Muslim was Adam peace be upon him.
All 3 verses of Quran you quoted are referring to the people of that time.
Abraham/Jacob peace be upon them both were the first in the middle of people who were praying to pagan gods.
Mosses peace be upon him was the first one among the people who were praying to false gods.
Muhammad was the first one among those who were praying to the false gods.
Hope this answers.
Edit, How does it divide? One is the first one to submit his will to God Almighty in his ear, where is the contradiction?
To truthinus1:
Was Adam a believer? Did he submit his will to God Almghty? If you answer is yes what is the word for it? I know there is a word in Arabic for it and that is Muslim.
Just because you can't speak any other language than English doesn't makes others wrong.

Adam did not say he was muslim, Abraham did not say he was muslim, Isaac did not say he was muslim, Jacob did not say he was muslim, Jesus did not say He was muslim, John the Baptist did not say he was muslim. Every prophet claimed that they were jews and not even Ismael (The father of all Arabs) claimed that he was muslim and only MUhammad claimed that he was Muslim. Basing on this, Muhammad was the first muslim. Other claims are just the twist of fate concocted by man.

Muhammed, he was the one who received the false testimony and became the false prophet to all other muslims. Though I suppose it's possible he didn't believe any of the crap he preached, he may have just wanted to incite false beliefs into all his followers to do the work of Satan. Maybe he was a strict follower of Satan and did this all for him.
