I found a module that allows you to record custom sounds
It requires 5 or 6 VDC power supply, four AA batteries in series will give you that. Its size is 1.25 in by 1in by 5/8 in
I think you press two buttons to record up to 20 seconds and then press one button to play back. It says it has its own condenser mic, but doesn't mention a speaker. I guess it would be easy to add one.

To get it to make a foghorn sound, you could download a fog horn sound effect onto your computer and play it for your recorder. Then replay it at will. Find three good foghorn effect links below.
