i went this morning to get my inspection done like one hour before they closed and he looked up at the clock and said sorry we can't do inspections while it is raining, noone can. does anyone know if this is true or if he just didn't want to do it because they were about to close.
P.S. it was barely sprinkeling out

True - they don't do inspections in the rain. (At least I've never found anybody who would do an inspection in the rain!)
They test your brakes and other things. Need dry conditions. *shrug* Its a VERY old rule.

You got rain, huh?? You must live in a different part of Texas than me! ;-)

But there is a grace period on your inspection.
Try again Monday.

Interesting.....I live in Texas and I have never heard that but that doesn't mean I'm right.

I just found this:
6. Inspections may be made while it is raining or snowing. Care must be exercised when making inspections during inclement weather. Road (brake) tests will be permitted with due care when it is raining or when braking surfaces are wet. No road (brake) tests are permitted on icy road test areas.

Technically they are supposed to check the brakes for braking performance. Wetness can cause the brakes to act better than they normally would.
