These are shelters looking for people to adopt the animals. There is a price attached but the animals come spayed/neutered and vacinated and also sometimes microchipped.
If you really want FREE then check in the local newspaper or on notice boards. This is the time of year when puppies are arriving and people are looking for homes for them.

Look in the newspaper. If not for free, you can usually find them for cheap. I'm sure the Star Tribune will have a big selection of people trying to sell their pets.
