the military as a whole is sadistic about such things.. i was trained as an army medic, and worked as something like what the show m*a*s*h portrayed.. triage and stabilization before transport.
the explanation for the less lethal ammunition is that it takes much more effort (from an enemy soldiers) to help an injured, then to tend to one that has been killed in combat..
nothing can help the dead.. but oftenly it takes a few people to get the wounded safely to a hospital.. and this means there are fewer available to fight..
The ammunition is less lethal because it has less firing power or energy.. bullets that would go straight through people and leave a huge, oftenly lethal, exit wound are now weak enough to be trapped in the body.. this translates to more injuries than fatalities.. same type of thing for Iraqi rebels using roadside bombs.. for the most part, they aren't meant to kill.

Lot of big cities issue low powered rounds to cops so the bullet doesnt go thru five people before it stops.The problem is that it also doesnt have the stopping power that it should which is why you see the cops dump full clips into people.
As for the military using them,WHY? their purpose is to kill people and break things.I want them to be able to do it with the first shot
The 5.52 designation is a standardised round which is supposedly used in all war time small arms,mostly for standardisation, snd so the enemy can pick up your munitions pouch and use your bullets in his gun to kill you

all rounds are thethal. we use 9mm guns, the rifles are 223 rounds and are nato rounds. the round your thinking of is the 7.56 x 39 which is used in the ak-47's the enemy uses. we have the 50 calibar guns and machine guns. the military will always have deadly ammo. the police are working on less deadly ammo to stop the criminals.

marine guard post are using them for the first round in a weapon(Afghanistan,Baghdad, etc. this is so the rise in deadly force is justified,if non lethal ammo is used and they are still being aggressive the deadly force is authorized,this has saved lives on both sides of the fence.the round your looking for is 5.56. i worked in afg and am now in Baghdad as a firefighter and have seen this.

we already have a completely worthless round. the 5.56 .similar caliber to the .22 rifle you kids shoot TV's at the sandpit with. takes 5 or six shots to drop hadji. even if you shoot him in the head he still jumps up and runs away. it ****** sux. the best thing they could do is issue us rubber bullets. cuz if you hit a guy with enough of those he;ll at least die from internal bleeding.
