None of the above, I would call the police.

Edit: Yes, I would use force to try and save them (and I would help myself to a bunch of oil in the process).

I used too - and there were no laws to protect me and no neighbors - so I suffered intolerable cruelty at the hands of one man - so, we are not in the first house that has ever had this situation, we are not in the last house that will have this situation, we are just in the current house that has this situation - foriegn policy can be very difficult at times to understand and we can ask all the what if's and hypothetical questions in the world, but until you live in the house you cannot know what you will do - eventually I ran, barefoot and naked, until a neighbor picked me up and when offered to take me back to the house, I said, just let me out here I'll keep walking - she was kind enough to loan me an old car coat - I walked until I could get to a safe place - it took me alot of blood, sweat, and tears to heal and even some 20 years later the healing is not complete, some scars will never go away from my physical body, but the foreign policy of my world at the time was not going to help me, so I was on my own and I fought and I ran and I did not stop until I was safe. I asked family a few short years ago why they never intervened - I got everything from you made your bed now lie in it to, we didn't know how, we didn't want to make it any worse for you, until you began to share I honestly had no idea - you know, that's probably the truest answer there was. Help had to be wanted before interference could be made. Our foreign policy is no different. We see it as an attack on us, but it was a wake up call that someone was running as fast as they could from what should have been their safe haven because it wasn't and wanted help. I think we've given all the help we can and it's time to tidy things up after the fall out both there and here - it's time to divorce!

This is one of those times, it's easier said than done.

Mind your own Business.

If you can, let them know you are there if they need (want) you. However remember once you open this door, you can't close it. When it blows you could get caught in the crossfire (literally or figuratively).

Inviting yourself into someone else's business, can be very dangerous. Especially for the inexperienced.

One of the most common mistakes, is pushing to help. Most family units that are having problems may almost kill each other, but if an outsider tries to meddle they will team up on the outsider.

Remember even if you do manage to help, many battered wives return to the spouse.

I helped one three times, before she left for good.
Several others, it took a couple of tries.
Only one did it on the first try.

HOWEVER, and there always is an exception... if there are children involved, and they are in harms way, you do need to report it. I'm not talking the too strict parent to dictates every little thing, but cases of physical abuse or extreme verbal.

Alert Bush. He would probably invade, depose the dictator and look for weapons of mass destruction.

Why would this "brutal dictator" be living with my neighbor?

I adhere to this quotation:

A man convinced against his will,
is of the same opionion still.

I would offer education rather than force.
