Ceiling fan blades must rotate counter-clockwise for a cooling effect. That's the direction most ceiling fans need to move to get a downdraft. Some are reversible for distributing heat down from the ceiling in the winter months.

because the pitch of the blade in a counter-clockwise rotation will push the air down.most people use this in the winter time to push the warm air on the ceiling down to where it can be felt . there is a small switch on the side of the fan that , once the fan is stopped , you can change the direction , to clock wise rotation , so that the cool air by the floor will be pulled up and pushed along the ceiling , so that when it falls it will cool the room more effectively. or it could be one of those government things that makes the fan turn counter-clock wise to emit brain control waves;)
