you are considered the alpha and your dog only looks away out of respect.
the other dog still wants to challenge your alpha leadership ... so will continue to look you in the eyes. especially if it is a male.
but even some females will challenge the alpha.
just give it lots of love and attention and console it and things will be fine.
it's just the natural order of nature.

Dogs are pack animals and have an instinct to establish a pecking order. Some are more submissive and some are more agressive. One of the ways they show this is by staring other dogs down. The more agressive ones will do this to show their domanice. It may be that the one that won't look at you realizes you are "top dog" and shows it by avoiding your gaze. The other dog still thinks he is top dog. You need to work on showing him that isn't the case so you can train him better.

Also, if you talk to the dog ... a lot! Like carry on a conversation almost.... she will learn more words and become more self confident. I will talk to my Chihuahua mix. Ask her if the cat stole her dog food, if she wants another can, would she like to go out. Stuff like that. It helps

Maybe it's because of the perspective? Think about it, the dog is small, very low to the ground, and that is all they ever see. When you pick the dog up, it wants to look around for a different perspective. I wouldn't take it personal. My cat does the same thing!

It sounds like she recognizes you as the Alpha. All of the dogs I've ever had wouldn't look me in the eye because they were all submissive dogs who knew I was in charge. My sister's dog would try to stare me down because she thought she was in charge. I doubt there's anything wrong with her, it's more of a sign of respect.

gently when you have her on your lap put your hand under her chin and lift it so that she is looking at you and talk to her, tell her what a good dog she is ....
Make her listen to you and spend a little extra time with her, when she looks at you maybe try giving her a treat.
She has to know that you are the boss and the top dog. not the other way around.

im not sure how right i am but i have foudn that if a dog feels dominant over you, he or she will look you in the eye, but if it feels dominated by you, it will look away after only a second, i think its because they still have some instinct in them, and its a way of showing dominance when they are in packs in the wild
although ive never seen packs of wild chiuauas,lol

My dog does the same thing. Eye contact for dogs is a challenge. She accepts you as the alpha dog and isn't going to challenge you.
