Microsoft Digital Image Suite. It is easy to use, cheap (older versions can be gotten for like 30 bucks) and gets the job done.

yes photoshop is expensive. but you aren't paying for the program as much as you are the support they give you. they will spend many hours helping you with it.

Try Picasa. Its free, lets you email and burn CDs from within the program, edit on the fly and makes great prints too.

I think openCanvas and Painter are really good too. You can get openCanvas 1.1 for free, but the other versions you have to pay for. =D
