In this situation, the best credit card for you is:

NONE! Why dig a deeper pit for yourself? Get off public assistance, get a job and when you have a couple of thousand dollars in the bank, you won't even want a credit card.

Your best chance would be to get what is called a "secured" credit card. You will have to put up an amount of money in the bank that is equal to the amount of credit on the card. This can be as low as one or two hundred dollars, but this way you can begin to rebuild your credit and also be able to utilize what you need the credit card for like some things on-line that require one.
Another alternative for you would be to get your checking account in a bank that provides a free bank debit card. It is an ATM card but it is accepted like a credit card on-line or wherever any other credit card would be accepted. The money has to be in your bank account in order to use the debit card, and it is just like writing a check, but you have the added benefit of being able to use it like a credit card.

I would suggest a secured credit card. I realize that this requires an upfront amount of money which I am sure is difficult to come by. However, this would provide the convenience of a credit card and could help you to build credit. I would not suggest that you get a bank debit card as you have stated that you already have bad credit. It is far too easy to overdraw your checking account with a debit card.

Wait, you're on welfare, SSI, bad credit -- and you want to pile on MORE ??? WHY ?? There is obviously NO WAY you can afford to pay back anything you charge up, so why would you expect any creditor to give you credit ??

Get realistic, get a job, learn to live within your means and don't dig yourself into a bigger hole than the one you're already in !

You can try Premiere Bank, CorTrust Bank, or Aspire Visa, they all offer an UNSECURED credit card with no credit check and no income requirements.
good luck

if you can afford to put a deposit down, you can get a secured card. Try Orchard Bank - they don't charge you too many fees - you actually get a credit line you can use. If you demonstrate good credit behavior (pay your bills on time), they may "graduate" you into better and better products. http://www.orchardbank.com
