Annealing is a heat-treatment process done to reduce the hardness, relieve the residual stresses and to increase the ductility and also for grain refinement. After a workpiece is worked upon, say cold worked, high residual stresses are induced in it. To remove this residual stress annealing is done. But if annealing of the workpiece is done before the workpiece is worked upon then, then it is done for grain refinement and is called "pre-annealing" (prior to having worked upon).

Annealing, in metallurgy and materials science, is a heat treatment wherein the microstructure of a material is altered, causing changes in its properties such as strength and hardness.
Preannealing is all that we do before annealing. i.e cleaning the material, purifying it, removing dust particles etc etc..
