Truthfully it is because it is just too hard and time consuming to keep the lies straight. When you deal with the truth you are speaking from actual memories - when you make up stuff, it is easy to get tripped up trying to remember the story over the facts.

The key is in the word "policy". A policy is how you handle a particular situation. In other words, you should always handle difficult situations by telling the truth.
