If it only happens twice a year, consider yourself very, very, lucky! Try a barking dog from 5:00 a.m. to 9:00 p.m. every single day!! It took 3 months to resolve this problem, boy am I tired!

Some other things play into this. Is this the ONLY time that your neighbors do things that you have issues with? Are they usually respectful and considerate and easy to get along with? Are there bottle rockets all over your yard the next day?
You want to get along with your neighbors. Life is too short to let the little things cause problems. I would suggest approaching them and telling them that you don't mind that they are celebrating the holidays, but would they please try to keep the noise down after a certain time because you need your sleep for whatever reason, work, school, etc?
Live and let live. If these are good neighbors and they like to let loose once in a while, let them be patriotic and have a good time. But I agree that after midnight is pushing it. If after approaching them politely, they still keep you up all night, then I think you would be justified in calling.

I'd say that 11 pm at the latest, should be the start of "quiet time" in most neighborhoods. The exceptions are New Year's Eve and a yearly summer neighborhood communal bbq. I doubt if there is much you can do about it though, unless they are being so over the to that the police become alarmed.
In my own street, the nightly chorus of bangs and pops started last weekend and will probably continue until next weekend. It they got 'em, they fire 'em up. Buy ear plugs.

If it's the weekend and you don't have to work what's the big deal? Do they have kids? If so are they supposed to suffer cuz the crabby neighbor can't deal with a 2 time a year festivity? Put earplugs in if it bugs you that bad. Or who knows maybe next year talk to them and see if they can be done by midnight. Have to guve them a few hours it isn't even dark till 10. Communication usually works better than stewing in your house over your neighbors. Don't be bitchy about it just say that it really bugs you that they are doing it so late do ya think maybe next time be done by midnight? That would be a whole nother city violation I would think. We can blow them off in town but only till 10 cuz then it's distrubing the peace, unless your neighbors are cool which thankfully mine are cuz my boy starts in June blowing off fireworks.

After midnight is a little much. Regardless, they should have respect for their neighbors and stop the loud noise around 11-11:30 pm atleast stopping before the stroke of 12. Call the cops.

Yes, I always get irritated with that too. Besides, you know we'll have to pick up the debris from the fireworks that has fallen in our yards, in the morning.
But, in the big picture, if they are generally decent neighbors it's not worth it to throw a fit. After all, you have to live beside them 365 days a year, not just the couple nights they piss you off...

I hope this is the worst problem you have with your neighbours. The proper way to handle this situation is to walk next door, knock on their door, and tell them you were kept awake by the fireworks. Then, add that the next time they were going to keep you awake they should at least invite you over to share the fun.
The neighbour's may or may not care about this thoughtlessness, but it is a bad idea to alienate them. Always try to keep a friendly relationship with your neighbours because they may be there a l-o-n-g time. Thanks for the question.

Sorry, but I think you answered your own question with "I know it only happens twice a year." I once had a neighbor break up a New Year's Eve party because his wife was studying for the LSAT. On weekdays, it's not acceptable for neighbors to be unnecessarily noisy. But on major holidays, I think you just have to let it run its course. And don't study that night. Or buy earplugs! :)

I can understand why you're frustrated. We have $1100 worth of fireworks we're setting off tonight at our party. We usually set them off right when it gets dark (9/9:30), but our neighbors are always invited. Not because we're worried they'll become upset, but because we like them.
Unfortunately, if you have inconsiderate neighbors, speaking to them probably won't help and calling the police will just cause controversy. Like you said...at least it's not an every day occurrence.

You have a right to be irritated, but like you said, it only happens a couple times a year. You could always go over and ask that they call off the fireworks after a certain time.

Actually, you are right to be irritated. Last week-end a man lighting fireworks for his family in his backyard managed to burn down half of his neighbourhood. This happened about 5 blocks from my house. 3 of the homes were burnt to the ground and many more had extensive fire and water damage. Luckily no one was hurt. One of the firecrackers had gotten away from him. I sure wouldn't want to be in his shoes right now, especially since firecrackers are illegal in this town.
