Wetness is a quality of liquid H2O.

Perception of such sensations vary from person to person and there is no 'standard scale of wetness.' Wetness often is a function of a cooling effect. A cold wet washcloth held in the hand feels wetter than one that's warm -- even though both may contain the same amount of water. The cooler cloth withdraws heat from the hand and therefore it feels wetter to us. As you already know, a breeze flowing over wet skin cools the skin. Thus under such circumstances we tend to equate coolness with wetness.

Our skin is the mediator of wetness. If you held the washcloth in a rubber-gloved hand, there would be almost no sensation of wetness. Liquid contacting the skin creates a more 'intimate' sensation than solids or gases do. If you hold a dry rock the sensation is markedly different from holding the same rock seconds after it's removed from a stream.

It is the intimate contact with liquid that gives the smooth sensation of wetness. For example jumping into a barrel of coffee would be abrasive and drying but jumping into a barrel of milk would be much more silky and pleasant. The liquid flows gently and intimately over every square inch of our skin while trying for the same effect with powdered matter, for instance, will lead only to irritation as rough edges rub over each other.

Wetness is in the skin of the beholder.

Due to property of cohesion liquids sticks to anything on which it flows, with a few exceptions, like Mercury. Although it is in liquid form it will not wet anything. All other liquids form a thin film upon materials so they appears to be wet.
