If they are using it improperly or out of context, then yes.
"Eclectic": Selecting or employing individual elements from a variety of sources, systems, or styles: an eclectic taste in music; an eclectic approach to managing the economy.
Made up of or combining elements from a variety of sources: “a popular bar patronized by an eclectic collection of artists, writers, secretaries and aging soldiers on reserve duty” (Curtis Wilkie).
For instance, if someone says they like Fallout Boy, Nirvana, The Beatles, Louis Armstrong, Beethoven, and African folk music, that is an "eclectic" list. If they say they like Fallout Boy, Nirvana, Green Day, Foo Fighters, Korn, and Rob Zombie, that's not eclectic, just typical standard fare which is very much alike. Unless they also like a lot of other stuff.

Some are, some aren't. If you're an artist or interior designer, the word is part of your working vocabulary. If you're a construction worker or a surfer, "eclectic" is probably not a word you'd ever use in normal conversation.

If they are talking about a lamp, they're just stupid.
Eclectic, I have observed, is a clever substitute for "no taste"

If used appropriately,it's easier than spelling out your meaning-e.g. I like lots of different styles and periods of music vs. my musical taste is eclectic

I think they use it because they can't think of a more common word. I kno' that I often get accused of trying to sound intimidating when I use the big words that my mother used around me when I was a kid. They're just the words that I'm used to.

They are not trying to sound either cool or clever.
It is simply a shorter and more literate way of saying "I really like to explore the whole spectrum of what is out there, so I tend to try lots of different things."
