I am arriving at Luton Airport London and going on to Barking. I thought to take the Thameslink City Flier and at Blackfriars change to the District Line on the Tube, which runs to Barking. Are their platforms at Blackfriars level? Is it easy to change? (Heavy luggage). Or should I find a different route?

You will have at least 2 sets of stairs....

Alternatively, you can change at Farringdon, where there are a relativly few stairs between the Southbound Thameslink (Now called Capital Connect) and Westbound Circle, if you take that to Kings Cross, walk across the Platfrom and change to the Hammersmith and City. This will either be going to Barking or Whitechapel (If its a Whitechapel train then get off at Aldgate East and wait for the next train which almost certainly will be going to Barking - both trains use the same platform)

I'd do this as you have only got to go downstairs from themeslink to district line at blackfriars, if I remember corectly!

I think better to take the coach fromLuton to Victoria, then district line, but you will encounter stairs no matter where you go.
