Belgium 1st
Germany 2nd.

Here's why-
You'll find much more variety in Belgian beers because they are NOT restricted to ingredients they use. That's why you'll find Belgian beers that often include small amounts of spices, to add flavor to the beer.

The Germans, on the other hand, are bound by Reinheitsgebot, which is the German Beer Purity Law. This prohibits the inclusion of any "foreign" items in the beer, including things like spices.

As an example, you'd never find a beer like Delirium Tremens coming out of Germany. They just don't make beers like that, again, because of the purity law.

Personally, I like beer from both countries, and I am half German, so I'd like to "root for the homeland", but my opinion is that there is a bit more variety in the Belgian beers.

That said, my favorite beer is from Germany - its called Franziskaner Hefeweizen
