yes, they crank the volume up on commercials cause they know that you are watching a movie or show and chances are you are going out in the kitchen to get some munchies or a drink so they crank it so you can hear it and it returns to it's norm when your show comes back on

They are louder than the show, usually I have the tv up to 5 or 6 for a program and down to 1 for advertisments and I can still here the ad's as loud as the programs

They are louder. This is done on purpose, I saw on a TV Show, to make sure we NOTICE the commercials. I don't know about you, but I notice when my show goes off and I have to deal with this loud commercial!!!

It may be your provider putting commercials of it's own into the signal. My service provider does that, the commercials are cheaply done and frequently repeated. the video quality of them is crappy and the sound volume is variable, sometimes louder or softer than the level the channel is.
If I ever see "John Basedow fitness celebrity" I'm gonna rip his voice box out with my teeth, soooo sick of his commercials.

Yes. Commercials are intentionally made louder to get your attention.
Newer TVs come with a auto-adjust function to tone that down. and raise it back up to level when it ends.
