Yes! There are a lot of STDS you can get by skin to skin contact or rubbing.
If a person has genital herpes you can get it by rubbing genital areas together. Even if the person is not having an outbreak, they can be shedding the virus after the sores have disappeared.
HPV is another STD you can by rubbing genital areas together. If the person has genital warts (caused by HPV) and the other person rubs up against them, they can contract HPV.
Crabs (Pubic Lice) is also spread by direct skin to skin contact (like rubbing).
Chancroid is another STD that can be spread by direct skin to skin contact.
Gonorrhea (Clap) can be spread by any very close physical contact.
Scabies can be spread through close contact or through sleeping in bedding or wearing clothes that are infested. Rarely, holding or shaking hands can transmit scabies.
Syphilis can be spread by intimate touching or kissing.

NO, you're unlikely to get an std through just touching with clothing on. You would at least have to rub your genitals together naked in order to come close to possibly getting an std. Also your partner would have to have an std in order for you to get it.

Yes you can. Heroes can be spread with or with out an outbreak being present.
Syphilis had a small painles sore and if you touch that you have just been exposed.
People can even self innocualte themself with Gonorrhea after touching the infection and touching themselves. Very common to get it in the eye

If you are so young that you use the phrase "touching parts together" then you should not be touching any parts together with anything. Spank yourself and go play normally.

Actually not just one STD, the majority of std's are spread by skin to skin contact...that's why it is so complicating as I said in your condom question.
