They all have at least traces of protein--even the fruits, which have the least amount of protein.
Raw peas (eat them right out of the shell) are good. Most other beans have to be cooked, and beans have the highest protein levels of the veggies.
Avocados are one fruit that has more protein than most other fruits.
The only grain that you can easily eat raw is corn-on-the-cob.
You can buy most nuts raw (Trader Joe's has a good selection of raw nuts in bags).
For green veggies, I'd recommend broccoli, kale (my personal favorite) or anything else that's also in the cabbage family.
There's an exotic fruit from Brazil that's available frozen that's supposed to have lots of protein. I'm unsure as to whether it gets cooked when they process it, however. It's called acai.
If you were willing to eat cooked things,then I could recommend a lot more stuff...but having to eat it raw limits your selection somewhat.

Everything has some protein in it. At the top of the list for nuts are peanuts, almonds & cashews. Fruits are generally low in protein. You could try mixing yogurt, tofu or soy milk (if that's allowed) in with fruits to make smoothies. That would be a good source of protein.

The best vegtable for protein is obviously soy...though brocolli is loaded. The best nuts are Deez Nuts...you can find them at most health food stores.
