querty30 is right. The cookies are made from flour, sugar and egg whites. The batter is then spread into 4 inch rounds and baked 3 or 4 minutes until just golden at the edges, but still pliable. Having a dowel haning over a bowl ready, you quickly place the fortune in the middle of the HOT cookie, fold it gentle in half, the press the folded edge around the dowel, giving it the fortune cookie shape. Voila, the fortune is stuck in the cookie until is is broken free. P.S. Don't forget to add the words "in bed" when you read your fortune. i.e "You will soon meet interesting people." in bed.

get paper that is coated so that it doesn't burn easily and cook the fortune cookies at a low temp. That is why they are so thin.

Its when the dough is still in a soft stage. Its put in and the dough is bent into its shape. Then thru this oven conveyor quickly finishes the baking. I know I saw this on the Food Network, or Travel channel.

They don't burn or fry the cookie, if that's what you're thinkin', They bake it so that the paper wouldn't burn.
