Well I haven't been too many romantic restaurants in the US, but I live in one of the most romantic cities, Santa Barbara, CA, and the best restaurant there is Restaurant Nu. It has amazing food, a great wine list and the most wonderful ambiance both inside and out. In fact, I had my wedding reception there.
However, there is also a restaurant on Hwy 1 in Big Sur (just south of Monterey), that is located on some of the most beautiful coastline in the world, Ragged Point Inn.
I'm not sure what you meant by not too expensive, but those are two good ones.

My personal favorite was Emeril's Delmonico in the New Orleans Garden District. It is pricey, but well worth it! The food is the best I have ever had, the service is impeccable, and the atmosphere is upscale and intimate. I highly recommend choosing the chef's choice with wine pairing. It will run around $340 with a 20% tip, but you will never forget the experience.
For something much less pricey, I highly recommend checking out the small, individually owned restaurants in your hometown's downtown area. Where I live we have many wonderful restaurants (non-chains!) and typically only spent $100 with drinks, appetizer, dinner and dessert for two.

My wife and i really really enjoyed the Restaurant on top of the Eiffel tower in Las Vegas, NV the atmosphere was very romantic the kinda place you just whisper in each others ears plus the water show from the Belagio takes place right across the street every 30min its awesome!!

LobSteer Inn in Southern Pines, NC....upscale dining...romantic atmosphere without having to take out a 2nd mortgage!!!!!...$50-60 bucks tops!!!!!! That's with a decent entree, a drink and a sizeable tip!!! The service and quality of food there can NOT be topped anywhere I have ever been in my life! They have a salad bar called the Smorgasboard and it is the most awesome sight to behold you would ever see in your life:)

Faneuil Hall in Boston has something for every taste, and if the romance doesn't charm your pants off, hit the Hong Kong and get a Scorpion Bowl.

Burger King j/k *LOL* Harbour Lights in NYC you will see the whole city and its very beautiful and its really nice at night is the best time to go.
